There are differing interpretations of R18 on our team concerning whether or not we get unbag time before the NC DCMP. The rule states that teams get a Robot Access Period before 2-day events. The NC DCMP is a 2-day event, but the rule only specifically references “District Qualifier events” and not District Championships.
NC teams were allowed to have a Robot Access Period before the District Championship last year, but due to the slightly changed wording we want to be absolutely sure. Thanks!
Specifically, this is the Blue Box under rule 10.12 that mentions only “District Qualifier Events”:

The last sentence in the first paragraph is worded differently than it was in last year’s Admin Manual. Last year’s wording is : “***Two-day district events for the 2016 season include:***” [section 5.5]. ie. the word “Qualifier” is new.
I am now very worried as we didn’t see the changes… Some district championships are 4(3 full) day events while NCDCMP is only a 3(2 full) day event very similar to all the previous NC events up until this point. I would surely hope that because our DCMP is shorter, the unbag time continues to apply to us. I’m not sure what the process will be at DCMP for teams who did not see this change (if it applies in this way)!

Just received word from the President of FIRST NC, Marie Hopper, all NC teams attending States DO GET an unbag time. You should also receive an email from FIRST NC confirming this.
