We no longer must start with a keeper.
We were allowed to start without a keeper before too, it was just a bit of a loophole in the rules. As the rules read you had to start with a keeper, however if your robot wasn’t touching the keeper as is required to start with one, then the refs would remove it before the round.
This re-wording will make it easier for everyone to understand though.

Per Section 8 of the Manual please remember that you must present and submit your Bill of Materials to the inspector at each event. You may submit your Bill of Materials via hard copy or by saving it to the inspectors USB drive.
Does this mean inspectors get USB flash drives? If so, I am SO being an inspector again. j/k, I was thinking about being one anyway.
Anywhoo, I’m really glad they put this not in there, because last year, teams’ BOMs absolutely inhaled audibly (if they even existed).
