We want to wire the air compressor to the PCM module, but we’re unsure if we should snip off the end of the black wire. We don’t know if the circular metal part is important. See the picture below.

That is a ring terminal. It is one method of connecting an electrical wire to a terminal board or other screw terminal. It is not required for attaching the compressor to the Pneumatic Control Module, and can be safely cut off. Even if you eventually opt to use the compressor for a different project in the future, and wish to use a ring terminal for that project, they are pretty darn cheap and can be crimped onto the bare wire again afterwards.
