From my understanding there are 2 feeders per alliance, but 3 teams. Does the alliance get to choose which teams can select a feeder or is it assigned to 2 of the teams randomly to designate feeders?
generally, the teams on the outer parts of the alliance station designate feeders. It’s like a gentleman’s agreement. But any team can offer a feeder if they so wish.
From my understanding, who gets the Feeder and Analyst positions is a “you pick your position” within the alliance.
Note that Feeders are on the far end of the field, so team position within the alliance is kind of irrelevant.
The rules don’t specifically say, but I am under the impression that the ALLIANCES choose which positions their HUMAN PLAYERS take.

If your robot needs to be fed tubes a certain way, you might want your HP to be a feeder, if your robot is difficult to coordinate (due to arm design or the lack of a camera) you might want your teams human player to be the analyst.
last year, fast scoring teams and teams with redirectors generally requested the trident position (redirectors in particular since speed and timing of the balls could greatly effect the redirection mechanism).
