WPI stands for Worcester Polytechnic Institute (a university). In programming, Library is often shortened to Lib. WPI originally created a robotics library, and called it WPILib.

For the record, WPI the university has little to no control over or continuing contribution to the development of WPILib. It’s all open-source contributions from the community now.
